Som animals de costums. I de la mateixa manera que a mi m’agrada començar l’any estrenant agenda de paper com un auguri de que l’acabaré omplint de noms, reunions, projectes i reflexions també m’imagino el llistat de bones intencions que voldria que es complissin al 2017.

No és un llistat precís i exhaustiu. En tot cas,  són propostes que formarien part d’una hipotètica carta als Reis d’Orient, atrafegats i diria que sorpresos per les moltes obligacions que se’ls exigeixen.

Conscient que el dret a l’habitatge no es pot resoldre d’un dia per l’altre, demanaria a l’any una acció molt més concertada de la Generalitat i els ajuntaments que permetés encarrilar solucions eficients per garantir aquest dret a tots els que viuen en una situació de precarietat, en habitacions o al carrer. Que donés esperances al joves que es volen independitzar, que millorés l’oferta de lloguer i d’habitatge  social, que impedís la pressió especulativa en aquells barris cobejats pel turisme i que posés fre a la temptació de convertir l’habitatge en un sucós producte financer com d’altres hi ha al mercat.

Voldria que el nou any fes possible el desig de viure la vellesa amb dignitat, en ciutats molt més adaptades per les persones que tenen mobilitat reduïda i que no van en bicicleta, que hi haguessin els recursos suficients per a què funcioni  plenament la llei de dependència ara que alguns celebren que fa 10 anys de la seva aprovació i que les pensions en lloc de perdre poder adquisitiu reconeguessin l’esforç que aquests ciutadans han fet per arribar on som.

Desitjaria que es garantís el dret un treball estable, allunyat de la precarietat, amb sous dignes, que permetés l’autonomia econòmica i la conciliació de la vida laboral i familiar i que fos un actiu fonamental per a garantir l’autonomia personal.

Li demanaria al 2017 que fes possible el dret a la segona oportunitat, que s’avancés en la implantació de la renda mínima garantida, tal com reconeix l’Estatut d’Autonomia de Catalunya, no entesa com una concessió sinó com la via per a dignificar i fer més efectius la disparitat d’ajuts que promouen els poders públics per als que viuen en situació d’extrema vulnerabilitat.

L’any que s’inicia hauria de posar fi a la pobresa energètica, fent realitat la idea que els subministraments d’aigua, llum i electricitat són serveis bàsics i que tots els ciutadans tenen blindat per llei el mínim necessari per viure. Una democràcia madura no es pot permetre més talls de subministrament o que hi hagi habitatges amb famílies que, per no poder assumir la despesa energètica, passen fred sense explicar el seu cas ni recórrer als serveis socials.

Demanaria  recuperar els recursos econòmics que s’han retallat des del 2008 fins ara en àmbits tan sensibles com els de l’ensenyament i la sanitat. Que les declaracions de bones intencions anessin acompanyades de fets, amb el compromís dels poders públics per evitar que la viabilitat del model recaigui en el voluntarisme dels bons professionals que el sostenen, sense col.lapses als serveis d’urgències i amb més recursos i especialistes per atendre als infants i adolescents que han viscut situacions traumàtiques a causa de la crisi econòmica.

I tot i que les notícies dels darrers dies contradiuen el desig de bones intencions, voldria que el 2017 fos el del punt d’inflexió per eradicar la lacra de la violència de gènere, amb més recursos per acompanyar a les víctimes en el procés judicial contra el maltractador, per ajudar-les a recuperar l’autoestima i una vida lliure de cadenes i comportaments masclistes. Que hi hagués una acció continuada de pedagogia entre els joves a favor de la igualtat i que es notés el rebuig social contra expressions o imatges de sotmetiment de la dona a l’home, tan habituals als mitjans de comunicació i a les xarxes socials.

Finalment, voldria que es fes realitat el dret a la ciutat com aquell espai inclusiu on tots els ciutadans projecten el seu futur, reben el suport necessari en moments de crisi i concreten la seva participació en els afers públics. Un objectiu que passa per reconèixer i enfortir el paper de les administracions locals en la defensa dels drets de proximitat, una expressió que mai, mai, hauria de quedar buida de contingut.
